Lists every refusal this binary can record, in plain language: what it means, what to do next, who has to act, and whether a retry can work. Use it to look up a refusal you have met.
A refusal message has the shape <meaning>. NEXT — <next action>. <recorded reason> [<rule id>; <reason code>]. The reason_code is the stable identifier to build integrations on; if a message names no next action, ask the installation's owner.
