Shows notifications the installation tried and failed to deliver.
saphan notice tray
Lists every notification and destination pair the sender gave up on after its retries (five attempts, with a doubling delay). It reads only the database, so it answers even when every chat binding is down. Nothing in the tray is retried again, and this command only reads. Exits 2 when the tray holds anything and 0, saying so, when it is empty.
